3. HOW CAN I DEMONSTRATE SATISFACTORY CREDIT AND NOT BE REQUIRED TO PAY A DEPOSIT TO RECEIVE TELEPHONE SERVICE? A residential applicant can demonstrate satisfactory credit using one of the criteria listed below: A. if you have been a customer of any telecommunications utility with residential local service within the last two (2) years; B. if you are not delinquent in payment of any residential telecommunications service; C. if during the last 12 consecutive months of service you have not been late in paying a bill more than once and did not have service disconnected for nonpayment; and D. upon request, shall receive a letter of credit history from G. provide the names of credit references which may be quickly and inexpensively contacted by the Cooperative; H. show ownership of substantial equity that is easily liquidated; I. if you are an applicant for residential service and are sixty-five (65) years of age or older and do not have an outstanding residential service account balance incurred within the last two years with any telecommunications utility. J. if you are a residential applicant and have been determined to be a victim of family violence as defined in Texas Family Code ยง71.004, by a family violence center or by treating medical personnel. This determination shall be evidenced by submission of a certification letter developed by the Texas Council on Family Violence. 4. IF I AM REQUIRED TO MAKE A DEPOSIT TO HAVE TELEPHONE SERVICE, CAN I BE REQUIRED TO PAY AN ADDITIONAL DEPOSIT TO KEEP MY SERVICE? YES. During the first twelve (12) months of service, CTTC may request an additional deposit if the customer's actual usage: A. is at least three times estimated usage (or three times average usage of the three most recent bills); (continued on next page) your previous telecommunications provider. CTTC recognizes the rights of its customers as a consumer of its services. The following is a list of often asked questions and their answers regarding your rights as a customer, application, billing, payments, deposits and the use of telephone service: 1. CAN I LOOK AT AND/OR OBTAIN COPIES OF THE RULES AND RATES APPLICABLE TO TELEPHONE SERVICE BEFORE I APPLY FOR SERVICE? YES. The information contained in the General Exchange Tariff is a matter of public record. CTTC will make available to the public at each of its business offices all of its tariffs currently on file with the Public Utility Commission of Texas in Austin. CTTC will assist seekers of information and afford inquirers an opportunity to examine any of the tariffs upon request. CTTC will provide copies of any portion of the tariffs at a reasonable cost to reproduce such tariff for a requesting party. STARTING YOUR LOCAL TELEPHONE SERVICE 2. UNDER WHAT CIRCUMSTANCES WILL I BE REQUIRED TO PAY A DEPOSIT IN OBTAINING TELEPHONE SERVICE? Every residential and business applicant or customer must establish and maintain satisfactory credit with CTTC to receive telephone service. If you cannot establish satisfactory credit, you may be required to make an initial deposit, which can be fulfilled by paying a cash deposit or by providing a written letter of guarantee. CTTC shall not require an initial deposit from an existing customer unless the customer was late paying a bill more than once during the last 12 months of service or had service disconnected for nonpayment. The customer may be required to pay this initial deposit within ten days after issuance of a written disconnection notice that requests such deposit. To avoid having to pay such a deposit, the customer may pay the total amount due on the current bill by the due date of the bill, provided the customer has not exercised this option in the previous 12 months.
