In the interest of provid- ing dependable, efficient, and modern telephone service, the Telephone Company sets specifica- tions for equipment which may be connected to its facilities. These specifica- tions are required to ensure that each part of the system is

Annoying, Obscene, and Threatening Calls If you get an annoying, obscene, or threatening call, hang up immediately. Threatening calls should be reported immediately to the police. When You Hear A “Beep” Tone A short “beep” tone heard on your telephone line about

Automatic Answering Set Certain telephones are equipped with an automatic device, known as an automatic answering set, which answers the telephone mechanically or digitally. It then makes a recorded announcement. If your call is ans- wered by an automated answering set, listen carefully for the announcement, which will be self-explanatory. Some sets will also record a message from the caller. Rates and Regulations Regulations and rules governing the furnishing of services by the Telephone Company are on file in our business offices. A representative will be glad to assist you in obtaining information from them. Consumer Information If you are dissatisfied with your service, a Telephone Company Representative will work with you to solve any problems you have. If your local telephone company does not resolve your complaint, you may request assis- tance from the Minnesota Public Utilities Commission. To reach the commission, call or write:

Use of a recorder without recorder-connector equipment containing a tone-warning de- vice is contrary to the company’s tariffs and is not permitted. If you do not want a record made of what you are saying, ask the person

with whom you are talking to disconnect the recording machine. When it is disconnected, you will no longer hear the “beep” tone. Calling Card A convenient way of making long distance calls when away from home. To use a call- ing card, place your call with the operator and give your calling card number. The call is charged to your home or office phone. To get a calling card, call your business office or long distance carrier. Telephone Directories The directory is an important aid in providing good and prompt telephone service. If your directory is no longer ser- viceable, please call the business office. TELEPHONE SAFETY/ LONG DISTANCE Telephone Safety Warning Please be aware of the following possible hazards that exist while using the telephone. Near Water: Do not use the telephone while in the bathtub, shower or pool. Immersion of the telephone or hand set in water could cause an electrical shock. During an Electrical Storm: Avoid using a telephone during an electrical storm. Calls of an urgent nature should be brief. Although companies use protective measures to limit abnormal electrical surges from entering your home, absolute protection is impossible. There is a remote risk of dan- gerous electrical shock from lightning when using the telephone during an electrical storm. To Report a Gas Leak: If you think you’ve found a gas leak, do not use the telephone in the vicinity of the leak until the leak is re- paired. The telephone contains electrical contacts that could generate a tiny spark when you lift the handset and dial. There is a remote risk for this spark to trigger an explosion if the gas concentration is high enough.

Long Distance Calls You can dial station-to-station long distance calls direct to telephone numbers which have seven numerals or two letters and five numerals. To Call Within Your Area “1,” then the area code, followed by the telephone number. For example, to dial St. Cloud 252-6433 from Upsala, dial “1,” then 320 and 252-6433. To Call Outside Your Area Dial “1,” then the area code, followed by the telephone number. For example, to call 799-2345 in Rochester, Dial “1,” then 507 and 799-2345. When placing a long distance call with the operator, please be sure to give them the area code of the place you are calling. Say, for example, “I want area code 507, then 799-2345.” How to Get an Area Code Area Codes for many cities are listed on pages 14-15. Warning! Telephone Laws To All Telephone Subscribers in State of Minnesota

prisonment for not more than 90 days or to payment of a fine of not more than $300.00, or both, when the value of the telephone service obtained is not more than $100.00; and by imprisonment for not more than five years or to payment of a fine of not more than $5,000.00, or both, if the value of the telephone service obtained in a single transaction, or in separate transac- tions within any six month period, is more than $100.00. Whoever willfully makes, assembles or possesses any electronic, mechanical or other device having reason to know that it is intended to be used and that its design renders it primarily useful to avoid payment of lawful charges for long distance telecommunications service, in whole or in part, or whoever sells, gives or otherwise transfers to another, such a device, or offers or adver- tises such a device for sale, or advertises or offers, for a monetary consideration, plans or component parts for the purposes of making or assembling such a device, having reason to know it is intended to be used unlaw- fully, or whoever, by use of such a device, obtains or attempts to obtain long distance telecommunications services, may be sentenced to imprisonment for not more than three years or to payment of a fine of not more than $3,000.00, or both. 609.79 Obscene or Harassing Telephone Calls Subdivision 1. Whoever, 1) By means of a telephone: a) Makes any comment, request, suggestion or proposal which is obscene, lewd, lascivious, filthy or indecent, b) Makes a telephone call, whether or not conver- sation ensues, without disclosing his identity and with intent to annoy, threaten or harass any person at the called number, c) Makes or causes the telephone of another repeatedly or continuously to ring, with intent to harass any person at the called number, or 2) Knowingly permits any telephone under his con- trol to be used for any purpose prohibited by this section, shall be guilty of a misdemeanor. Subdivision 2. The offense may be prosecuted either at the place where the call is made or where it is received.

609.78 Emergency Telephone Calls and Communications Whoever does any of the following is guilty of a misdemeanor: 1) Refuses to relinquish immediately a coin-operated telephone or a telephone line consisting of two or more stations when informed that the line is needed to make an emergency call for medical or ambu- lance service or for assistance from a police or fire department or for other service needed in an emer- gency to avoid serious harm to person or property, and an emergency in fact exists; or 2) Secures a relinquishment of a coin operated tele- phone or a telephone line consisting of two or more stations by falsely stating that the line is needed for an emergency; or 3) Publishes telephone directories to be used for tele- phones or telephone lines and the directories do not contain a copy of this section. 4) Makes an emergency call for medical or ambulance service, knowing that no medical emergency exists; or 5) Interrupts, disrupts, impedes, or otherwise inter- feres with the transmission of a citizens band radio channel communication the purpose of which is to inform or inquire about a medical emergency or an emergency in which property is or is reasonably believed to be in imminent danger of damage or destruction. 609.785 Fraudulent Long Distance Telephone Calls Whoever obtains long distance telephone service by intentionally charging the cost thereof to a false or non-existent telephone or calling card number of an- other without his authority may be sentenced to im-

Minnesota Relay is a free telephone service that uses specially trained communications assistants to facilitate telephone calls between people with hearing and speech disabilities and other individuals. Calls can be made to anywhere in the world, 24 hours a day, 365 days a year. All calls are completely confidential. To make a Minnesota Relay call dial 7-1-1. Once connected to the relay service, tell the communications assistant the type of relay call you wish to make. Or, you may dial the specific toll free number for the type of relay service. TYPES OF RELAY SERVICES CAPTIONED TELEPHONE SERVICE (CTS)

COMPUTER (ASCII): 1-800-627-3529 Computer users can access Minnesota Relay. Set your communications software to the following protocols: speeds ranging from 300 to 2400; 8 Bits; No Parity; 1 Stop Bit; Full Duplex. When calling at a rate of 300 or below, follow the above using Half Duplex. HEARING CARRY OVER (HCO): 1-800-627-3529 HCO allows a person who can hear clearly but who has very limited or no speech capability to make and receive phone calls. Using a special text telephone, you type your conversation for the relay communications assistant to read to the other person, and listen directly to the other person’s response. HEARING USER: 1-800-627-3529 A hearing person may use a standard telephone or mobile phone to place a relay call and speak with a person who is deaf, hard of hearing, or speech disabled. INTERNET PROTOCOL (IP) RELAY: IP Relay combines text-based relay service with the ease of the Internet – no need for a TTY. You are able to make your relay call using a computer, laptop, tablet, or smartphone. Go to: www.sprintrelay.com . SPANISH RELAY: 1-877-627-5448 Spanish speaking persons with a hearing or speech disability are able to make relay calls. This is not a translation service – both parties must speak Spanish, and at least one party must have a hearing or speech disability.

CTS uses a special telephone with a text display screen so that a person who is hard of hearing can listen to and read captions of everything the other person on the call says. You speak directly to the other person on the call, and a relay communications assistant transcribes everything the other person says into captions, which appear on the display screen of your CTS phone.

INTERNET PROTOCOL CAPTIONED TELEPHONE SERVICE (IP CTS)

MINNESOTA RELAY SERVICE

SPEECH-TO-SPEECH (STS): 1-877-627-3848 STS allows a person who has difficulty speaking or being understood on the phone to communicate using his or her own voice or voice synthesizer. The relay communications assistant revoices your words so that the other person on the call can understand them, and the other person speaks directly to you. TEXT-TELEPHONE (TTY): 1-800-627-3529 This service allows a person who is deaf, deafblind, or speech disabled to use a TTY to communicate with the other person on the call. VIDEO RELAY SERVICE (VRS) VRS allows a person who uses American Sign Language (ASL) to communicate over the phone. The VRS user connects to the relay communications assistant via an Internet-enabled device with a video camera. The communications assistant relays the conversation back and forth between the parties – in ASL with the VRS user and by voice with the called party. VOICE CARRY OVER (VCO): 1-877-627-3024 VCO allows a person with a hearing disability, but who wants to use his or her own voice, to speak directly to the other party. The communications assistant then types the other party’s response, which is displayed on the VCO user’s text telephone. IMPORTANT INFORMATION EMERGENCY ASSISTANCE TTY callers should dial 9-1-1 directly in an emergency. All 9-1-1 centers are equipped to handle TTY calls. Minnesota Relay can process emergency calls, but this may delay the response to your call.

STS FEATURES

My Saved Messages Imagine spending time dictating a message for an answering machine and then getting a busy signal and being unable to leave that message. This is even more frustrating for STS users who may take 15 minutes to dictate that message. With My Saved Messages, upon request, the STS communications assistant can copy any messages desired onto the customer’s profile for 24 hours. When the STS user wants to try the call again, he/she simply redials STS and asks the com- munications assistant to retrieve the saved message. After 24 hours, the message copied into the profile is automatically deleted from the system. My Name and My Places With My Name and My Places, receiving calls is now easier than ever for STS users. Once a STS user registers My Name, voice callers can simply call STS relay and ask for the STS user directly by name – without having to provide the telephone number. STS users can also be reached at multiple numbers. Simply add multiple telephone numbers and hours of availability and the relay will do the rest. When voice users call, we will simply reference the STS user’sMy Places to view the registered phone numbers. Different numbers can be added for certain times of the day and days of the week. My Style STS users are able to determine how they would like Minnesota Relay to support them. Whether the STS user would like the communications assistant to revoice the entire conversation, or simply repeat upon request, we will provide STS that meets the customers’ needs. My Phonebook Minnesota Relay can store up to 30 speed dial numbers in a STS user’s phonebook (in their customer profile). To place a call, the STS user simply asks for a caller by name.

My Support (Speech-to-Speech Customer Service) Dedicated customer services staff is standing by to assist STS users or organizations serving STS users with basic information about STS, filling out customer profiles, and other features designed to support STS customers and their callers. The Sprint STS My Support number is 1-877-787-1989 (available 24 hours a day, 7 days a week). My Profile (Customer Profile) My Profile allows STS users to submit their user preferences such as: The STS user has the flexibility to update their user preferences as needed. User information is confiden- tial and secure. To complete your My Profile, call My Support at 1-877-787-1989. My E-Mail Set-Up This feature makes relay call set-up easy for STS users. STS users may tire and speech may become more difficult during long calls. In order to speed up the set-up of the call, Minnesota Relay offers My E-Mail Set-up. STS users can e-mail call instructions or infor- mation 2 to 24 hours prior to the call. This can include information such as the number to be dialed, the name of the person being called, the subject of the call, any special instructions, or anything that makes it easier for the STS user to complete the call. This feature cannot be used to request a specific communications assis- tant, schedule a STS call, or in lieu of placing a live call. Before you use My E-mail Set Up, it is important to call My Support (1-877-787-1989). The customer service representative will fill out your profile, such as your name, address, username, password, and other information.
