Area Calling Options Shentel offers special rate calling plans to both the Staunton and Harrisonburg areas. These plans offer discounts and options to suit your specific calling patterns. The Staunton call- ing area includes the Verona, Staunton and Churchville exchanges. The Harrisonburg area includes Weyers Cave in Augusta County, as well as all of Rockingham County serviced by Verizon, with the exception of Bergton. The available options are described below. 1) The Economy Connection to either Staunton or Harrisonburg offers a flat rate of $.09 per minute for any call made to those areas. 2) The Value Connection offers the first sixty minutes of calls made to the Staunton and/ or Harrisonburg areas for a flat rate. Each additional minute thereafter is charged at a discounted per minute rate. 3) The Staunton Premium connection offers unlimited calling to the Staunton area for a flat monthly fee. The Harrisonburg Premium connection includes 1,000 minutes of use for a flat monthly fee. Each additional minute thereafter is charged at a discounted per minute rate. Please note that charges for the Staunton and Harrisonburg calling options are in addition to the monthly charge for basic local telephone ser- vice. If you would like more information or desire to change your current calling plan, please call the business office at 1-800-743-6835.

Telephone Bills Telephone bills are due and payable upon receipt. A return envelope is included with each monthly bill for your convenience in mailing your payment. Extended Area Service Calls

Automatic Payment Plan Shentel’s automatic payment plan allows the amount of your telephone bill to be automatically deducted from your bank account. This optional free service will mean that you no longer need to write a check, go to a payment center, or use a stamp. If you are interested in enrolling in this program, please contact the business office at 1-800-743-6835 to obtain an authorization form, or go to www.shentel.com/myaccount to register.

Types Of Long Distance Calls Station-To-Station

Direct Distance Dialed (DDD) calls are station- to-station calls. Call station-to-station if you will talk with anyone who answers. Charging begins when the telephone you’ve called is answered. Person-To-Person Call person-to-person when you wish to talk with a particular person or extension. Charging starts when conversation begins with the person you’ve called. This is the most expensive type of long distance calling. Collect You can call “collect” if the person or firm you’re calling agrees to pay the charge. “Zero Plus” dialing is available so that you may dial these calls yourself. Conference (Dial Operator) You can talk with several people in different places at the same time. Dial Operator and tell them you wish to make a conference call. Bill To The Third Number Customers may place calls and transfer the charge to another telephone. This service requires operator assistance. The call may be either station-to-station or person-to-person. “Zero Plus” dialing is available so that you may dial these calls yourself. Credit Card (Calling Card) A telephone calling card is a convenient way of making Long Distance Calls when away from home. All calls placed using your calling card will be charged to your home or business tele- phone number. To apply for a calling card, you will need to contact your long distance provider. 900 Number Use And Restrictions Some information services are provided through 900 numbers. Shentel does the billing for some companies that provide these services. Be aware that when you call 900 numbers, you pay for the call. We can restrict all calls to these numbers from your phone line. There is no charge for the initial request to block 900 calls.

Disconnection Of Local Service Local telephone service in Virginia may be disconnected only if customers fail to pay for those regulated services, such as local dial tone service, provided by their local telephone company. Local telephone service cannot be disconnected for nonpayment of long distance charges or other non-regulated services or products even if the local telephone company bills these charges on behalf of other carriers or companies. Customers may lose access to the long distance carrier or other company to whom they owe past due amounts and can be charged collection fees and interest on any unpaid amounts. Shentel will identify on the customer’s bill those local telephone services that may not be terminated for failing to pay for non-regulated services.

Long Distance Calling

Carrier Selection You must select a specific long distance company to handle all telephone calls being made to points outside your local calling area. Rates and regula- tions vary between companies and some compa- nies bill separately, so you should select the long distance company that best meets the calling needs for you and/or your business. Some long distance companies may require you to establish an account with them before using their services. Each company is different, so make sure you ask.

For your protection, you should always contact your local telephone company if you decide to change your long distance provider. Regional Carrier Selection Shentel provides long distance service within the boundaries of your LATA. This is presently the southwestern part of Virginia referred to as the Roanoke Calling Region (includes counties of Augusta, Highland, Bath, Rockbridge, Alleghany, Botetourt, Bedford, Roanoke, Craig, Montgomery, Giles, Pulaski, Floyd, Franklin, Patrick,

Responsibility For Charges The subscriber assumes responsibility for all charges for telephone service rendered at his telephone, both local and long distance, including charges for collect calls. Incorrect Directory Listings If your listing in the directory is incorrect, it cannot be changed until the next edition of the directory is issued. In themeantime, we canmake sure the listing is correct in Directory Assistance records. To arrange this, call Shentel’s business office at 1-800-743-6835. Your service repre- sentative will be happy to help. Voice Recording Equipment A short high “beep” tone heard on the telephone line about every 15 seconds means that the person with whom you are talking is recording your conversation by means of his electrical recording machine connected to the telephone line. Use of a recorder without this signal is not permitted. If you do not want a recording made of what you are saying, ask the person with whom you are talking to disconnect the recording machine. Policy Shentel furnishes all of its various services subject to published rates, rules, and regula- tions which are on file with the Virginia State Corporation Commission. The tariff is on file and may be seen at the business office in Edinburg. Residential telephone services are installed to be used for normal, social and domestic purposes. A residential service will be changed to a business service if it is used primarily or substantially for business purposes, or if the residential telephone number is advertised in connection with the sale of products or services. Use Of Residential Service For Business Purposes

Complaint Procedure In order to ensure prompt and effective handling of all telephone problems, a complaint procedure is on file with the Virginia State Corporation Commission and may be reviewed at our business office in Edinburg. National “Do Not Call” List If you wish to have your name and telephone number placed on a list to not receive telemarket- ingcalls, youmay registerbycallingtoll free1-888- 382-1222 or online at www.donotcall.gov. Annoying Or Anonymous Calls The laws of the State of Virginia provide that – “any person who, without intent to converse but with intent to annoy any other person, causes any telephone not of his own to ring shall be guilty of a misdemeanor. Any person who per- mits or condones the use of any telephone under his control for such purposes also shall be guilty of a misdemeanor.” The laws of the State of Virginia further provide that – “If any person shall use obscene, vulgar, profane, lewd, lascivious or indecent language, or make any suggestion or proposal of an obscene nature or threaten any illegal or immoral act with the intent to coerce, intimidate, or harass any person over any telephone in this State, he shall be guilty of a Class 1 misdemeanor.” State law also provides that – “If any person malicious- ly advises or informs another over any telephone in this State of the death of, accident to, injury to, illness of, or disappearance of some third party, knowing the same to be false, he shall be guilty of a Class 1 misdemeanor.” Federal law also prohibits anyone from making obscene or harassing telephone calls in interstate or foreign communication by means of telephone.

Virginia Relay Information

Virginia Relay, offered through the Virginia Department for the Deaf and Hard of Hearing, is a public service which guarantees all citi- zens access to prompt, professional and accu- rate communication through the telephone. Consumers of these specialized services, spe- cifically individuals who are deaf, deaf-blind, hard of hearing or have difficulty speaking, can communicate on the telephone via TTY, Voice Carry Over (VCO), Hearing Carry Over (HCO), Speech-to-Speech (STS), Spanish and Captioned Telephone in order to connect with family, friends or businesses with ease. How Virginia Relay Works Dial 711 or the appropriate toll-free number provided to connect with Virginia Relay. A qualified Communication Assistant (CA) will ask for the area code and number of the person you wish to call and will begin relaying the conversation. Generally, the CA will voice the typed message from the text telephone (TTY) user to the person on the other

end. The CA then relays the spoken words by typing them back to the TTY user. Specialized Services Virginia Relay offers specialized services for individuals who have difficulty speaking and for Spanish speaking residents which includes English to Spanish translation. Specially trained CAs are on hand to assist in these types of calls by dialing the associated number provided on page 7. Since Virginia Relay offers a variety of services please refer to the website listed or call Virginia Relay Customer Care for more detailed instruction on how a particular call is processed. Captioned Telephone Captioned Telephone is ideal for individuals with hearing loss who are able to speak for themselves. A captioned telephone works like any other telephone with an essential difference: it allows users to listen to their phone conversations while reading word-for-word captions of what’s said to them.

Customer Billing Rights 900-Number Calls

The law requires telemarketers to search the regis- try every three months and avoid calling any phone numbers that are on the registry. Your number will stay in the registry until it is disconnected, or until you delete it from the registry. Understand that some calls are not covered. Once your number has been on the registry for three months, most telemarketing calls will stop. However, you still may get: Calls from — or on behalf of — political organiza- tions, charities and telephone surveys. Calls from companies with whom you have an exist- ing business relationship. A company may call you for 18 months after you make a purchase or three months after you submit an inquiry or application. Calls from companies you’ve given permission to call. The FTC works for the consumer to prevent fraudulent, deceptive and unfair business practices in the marketplace and to provide information to help consumers spot, stop and avoid them.

Under the Federal Telephone Disclosure and Dispute Resolution Act, you have the following rights: You can request blocking of 900 calls from your phone. However, you need to check with your local telephone company to determine whether a fee will be charged for this service. You will have 60 days after receiving a bill to dispute 900 pay-per-call errors. While the errors are in review, you have the right to withhold payment for the disputed charges and no collec- tion activity will be brought against you for those charges. If the charges are found to be legitimate, the long distance carrier or information provid- er may start a collection process against your account immediately. Your local and/or long distance service cannot be disconnected if you fail to pay your 900 charges. If you do not pay 900 charges, the carrier has the right to block your 900 access. You should not be billed for pay-per-call services that do not comply with federal laws and regulations. Do Not Call Registry People who want to avoid telemarketers can join the National Do Not Call Registry, a service launched by the Federal Trade Commission intend- ed to block most phone sales pitches. Consumers can register by going online at www. donotcall.gov or by calling 888-382-1222 from the telephone with the number you would like to register. If you register online, you will receive an email from donotcall.gov as part of the confirmation process. You will need to click on the link in this email within 72 hours after you receive it. If you don’t click on the link in the email, the number you tried to regis- ter will not be added to the directory.

How To Determine Where The Problem Is

By doing this you have disconnected your prem- ises and plugged your set directly into the tele- phone company’s line. If the problem you experienced in your home continues, test one more time using a different telephone set if one is available. If the problem still continues, the cause may be in the telephone compa- ny’s line. Contact Repair Service by dialing 611 and report your problem. However, if the problem you experienced in your home goes away, then the problem is with one of your sets, the inside wire or jacks.

When your telephone service isn’t work- ing properly, the cause may be in the telephone(s) you own, the wiring inside your home or business, or the tele- phone company’s wiring outside your home or business. Where the problem is determines who is responsible for repairs. Finding the source of the prob- lem may save you time and money. Unplug a telephone that you believe is working properly. Locate the gray housing marked “telephone network

interface” affixed to the exterior of your home, usually next to the electric meter base. Using a screwdriver, unscrew the cover fastener and remove the cover. Inside you will find

a modular plug and jack, along with instructions on how to test. Simply unplug this modular jack and plug your good set into the plug.

Custom Calling Features

Cancel Call Waiting: Cancel Call Waiting is an addition to the Call Waiting feature. It provides you with the ability to disable the Call Waiting feature for the duration of a call. How It Works: Prior to placing a call: • Lift the receiver and listen for the dial tone. • Dial *70. A confirmation tone will indicate that Call Waiting has been disabled for the duration of the call. Note: Call Waiting will be restored upon termi- nation of the call. Call Forwarding: Call Forwarding automatically transfers your incoming calls to any specified number, local or long distance. How It Works: • Dial *72 . • Listen for the dial tone, then dial the number to which you want your calls forwarded. When someone answers at the forwarded number, Call Forwarding is in effect. If you get a busy signal or no answer, forwarding can still be established by immediately repeating the above steps. If you do this within two minutes, you’ll hear two audible signals, meaning your Call Forwarding is in effect. How To Cancel: • Dial *73 . • Two audible signals will confirm that Call Forwarding has been cancelled. Important! Call Forwarding will remain in effect until you cancel it. Note: Even though you’ve activated Call Forwarding, you may continue to make out- going calls as usual. You should always notify others when using your forwarding service.

Your Phone is More Valuable Than Ever. The cost of Custom Calling is surprisingly low. You may select all, a combination, or any one of the services listed. Pick up on Custom Calling today. It is an unprecedented telephone service for home or business use. Call or stop by the Shentel business office for all the details. Call Waiting: Call Waiting alerts you to an incoming call when you’re on the telephone. How It Works: You will hear a short signal indicating someone is trying to reach you. (If you subscribe to Caller ID, you will be able to see the number of the person trying to reach you.) A reminder tone will sound after 10 seconds if you haven’t answered the waiting call. If you wish to answer, put party A on hold by depressing the cradle button for only a sec- ond, or pressing the flash button on a cordless phone. This automatically connects you with party B. To put party B on hold and return to party A, depress the cradle button again. Repeating this process enables you to alternate between the two calls, each of which is private. How To Terminate: To terminate A, put B on hold and hang up. When your phone rings, B will be on the line. The same procedure terminates B.

Three-Way Calling: Three-Way Calling makes it possible for you to talk with two people in different places at the same time. How It Works: • Get party A on the line. • Depress the cradle button for only a second. This puts party A on hold. • Wait for a dial tone, then dial party B. When B answers, you may talk privately, before including A. • Complete the three-way connection by again depressing the cradle button which will add party A to the conversation. If you get a busy signal or no answer when calling party B, depress the cradle button to • Party A or B can disconnect by simply hanging up. You and the remaining party may continue the conversation. Extension Intercom: Use your phone to talk with someone in another part of the house, garage, workshop or barn – wherever there is another phone. How It Works: • Lift the handset and listen for a dial tone. • Dial your own phone number. You will hear a busy tone indicating that you have dialed your own number. • Hang up. • Listen for the phone to ring. The phone will stop ringing when someone picks up the extension. • Lift the handset and you will be connected. Speed Dialing: Speed Dialing enables you to place local or long distance calls by dialing only one or two digits. How To Set Your Phone Up For Speed Dialing: return to party A. How To Cancel:

• Dial one of the Speed Dialing Codes: 2-9 = 8-Code Speed Dialing, 20-50 = 30-Code Speed Dialing. • Now dial the complete number you want to record including “1” and the area code for long distance. • Depress the # button. • A confirmation tone will indicate that the number has been properly recorded. • Repeat the above steps with different Speed Dialing Codes for each number you record. How To Speed Dial: • Dial the appropriate one or two digit code assigned to the person you want to call. How To Change Your Dialing List: Repeat the above steps in the “How to set your phone up for Speed Dialing” section by simply replacing a phone number in a previously recorded code. Busy Redial: You can save time dialing busy numbers over and over. Your phone rings as soon as the line is free, and automatically connects you. How It Works: • When you hear a busy signal, press and release the cradle button. Listen for a special tone. • If you have already hung up, lift the handset and listen for a normal dial tone. • Press *66 . • If the called line is still busy, hang up. Your phone will check the number for up to 30 minutes. • A special callback ring alerts you if the line becomes free (some phones ring normally). • Lift the handset to automatically place the call. To Cancel Your Redial Request: • Depress and release the cradle button. Listen for special tone. • If you’ve already hung up, lift the handset and listen for a normal dial tone. • Press *86 . • Listen for confirmation tone or announce- ment. Hang up.

Custom Calling Features

Priority Call: When you make a list of special callers, your phone uses a special ring to announce calls from any of those numbers. If you also have Call Waiting, you will hear a special Call Waiting tone. How It Works: • Lift the handset and listen for the dial tone. • Press *61 . • Listen for the announcement telling you whether the feature is currently on or off. The recorded voice will then tell you how many (if any) numbers are currently stored in your list. • Follow the voice instructions and dial 3 to turn the feature ON (if it is currently off), or turn the feature OFF (if it is currently on). Return Call: If you couldn’t get to the phone in time, you can find out who called. Return the call by dialing a simple code. How It Works: • Lift the handset and listen for a normal dial tone. • If you were already on the phone and ignored a call waiting tone, press and quickly release the cradle button. • Press *69 . If The Line Is Busy: • Hang up. Your phone will keep trying for up to 30 minutes. • A special callback ring alerts you if the line becomes free (some phones ring normally). • Lift the handset to automatically place the call. To Cancel Your Automatic Recall Request: • Lift the handset and listen for a normal dial tone. • Press *89 . • Listen for confirmation tone or announce- ment. Hang up. Customer Originated Trace: When you receive a harassing call, you can dial a simple code to trace the source of that call for the telephone company. Various charges may apply.

How It Works: • When you get a nuisance call, press and quickly release the cradle button. Listen for special dial tone. • If you have already hung up, just lift the hand- set again and listen for a normal dial tone. • Press *57 . • Listen for the recording and dial 1 to trace. • Listen for confirmation announcement that the call has been traced. • Hang up. • The number you traced will be recorded at the phone company. If you decide to follow up on the matter, we will provide that num- ber to the local authorities. Calling Number Delivery Blocking (Available At No Charge): By dialing a code before you place a call, you can prevent your name and number from appearing on the Caller ID display of the person receiving your call. How It Works: • Lift the handset and listen for a normal dial tone. • Press *67 . • Dial the number you are calling as usual. • The person you have called will not be able to see your information displayed on their telephone display screen. Instead a “P” or “Private” will be displayed. Display Non-Published Numbers (Available At No Charge): By dialing a code before you place a call, your non-published phone number will be released to show up on the Caller ID display of the person receiving your call. This feature can be used if you are trying to call someone who does not wish to receive anonymous calls. How It Works: • Lift the handset and listen for a normal dial tone. • Press *82 . • Dial the number you are calling as usual. • The person you have called will be able to see your information displayed on their tele- phone display screen even though your tele- phone number is non-published.

Selective Call Forwarding: You can program your phone to forward calls from a special list of numbers to another number (such as your cell phone). When your service is turned “on,” any callers in this list will be re-routed to your “forwarded to number.” All others will ring at your phone as usual. The recorded voice will then tell you how many (if any) numbers are currently stored in your forward list. • Follow the voice instructions and dial 3 to turn the feature ON (if it is currently off), or turn the feature OFF (if it is currently on). Selective Call Acceptance: You can program your phone to accept only those calls from a special list of people. When your service is “turned on,” your phone will accept only calls from those in your Selective Call Acceptance list. All others will hear an announce- ment that you are not accepting calls at this time. How It Works: • Lift the handset and listen for the dial tone. • Press *64 . • Listen for an announcement telling you whether this feature is currently on or off. The recorded voice will then tell you how many (if any) numbers are currently stored in your list. • Follow the voice instructions and dial 3 to turn the feature ON (if it is currently off) or turn the feature OFF (if it is currently on).

Calling Name Delivery: When you receive a call, the number and name (if available) of the person calling you is shown on your Caller ID display screen. How It Works: • When you receive a call, wait until your tele- phone completes the first ringing signal. • The telephone number and name of the person calling you will automatically appear on your display screen. • If you choose to answer the call, the number will remain on the screen until you or the caller hangs up. Selective Call Rejection: You can program your phone to reject calls from any number you place in the rejection list. When your service is turned “on,” any callers in this list will hear an announcement that you are not accepting calls at this time. All other calls will ring as usual. How It Works: • Lift the handset and listen for the dial tone. • Press *60 . • Listen for an announcement telling you whether the feature is currently on or off. Direct Switched Line: Help is not far away, even when you can’t dial the phone. Your telephone can automatically dial an emergency number for you. How It Works: • Lift the handset and wait 30 seconds. • The pre-designated number is automatically dialed. To Prevent Automatic Dialing: • Begin dialing within 30 seconds after lifting the handset.

Call Forwarding Busy/No Answer: *90/*91 *92/*93 Program incoming calls to ring at another number when you are on the phone and/or when your phone goes unanswered. “Call Forwarding Busy” activation/deactivation codes are *90/*91. “Call Forwarding No-Answer” acti- vation/deactivation codes are *92/*93. You can program your phone for either one or both of these features. 900 Call Block: Prevents calls originating from your phone to “900” numbers. International Call Block: Prevent calls originating from your phone to all foreign countries.

Expanded Direct Switched Line: Works exactly the same as Direct Switched Line without the 30 second wait. Enhanced Ringing: Two different phone numbers can be assigned to your home telephone line. Use one number for the adults, and a separate number for a home business, fax, or the children. You can answer the phone differently for different callers. How It Works: • When someone dials your main telephone number, you will hear ringing (one long ring). • When someone dials the other number, you will hear a special ring that identifies the number (such as two short rings). • Wait until the full ring pattern is complete before answering. You’ll know whether the call is for you, and how to greet the caller.

The Following Describes Shenandoah Telephone Company’s (STC) Privacy Policy For Our Telephone Company Customers. STC has strict policies governing employee access to cus- tomer records. We access customer accounts, records or reports for authorized business purposes only. We educate our employees about their obligation to safeguard customer information and telephone calls, and we hold them accountable for their actions. Personal information obtained by STC is used to provide service, and we use that information for business pur- poses only. For example: We need to know your name, address and the services you buy from us in order to properly deliver the services. When you call us, a service representative refers to your customer record to serve you better. Information regarding your telephone bill, your call- ing patterns and whether you have special needs allows us to offer you the most effective services for your partic- ular needs. We also may use information in our records to investigate fraud or harassment, or other illegal activities. We want to make sure the information we obtain and use is accurate. Much of this information is reflected in your monthly telephone bill. If you see an inaccuracy on your bill, please let us know, so we can correct it. STC regularly provides useful information about new prod- ucts and services to our customers, including our custom- ers with non-published telephone numbers. Consumers who do not wish to receive such direct mail can “opt out” or have their names removed fromdirect mail and telemar- keting lists that we use internally. You should know that when you speak with us at STC, a supervisor might also be listening to the call. Supervisors listen in only to help train employees and ensure that we provide you with accurate information and high-quality customer service. In fact, we keep our records of the services you buy and the calls you make private, and will not disclose this information to outside parties without your permission. However, we do release information without involving you if disclosure is required by law, to comply with court orders or subpoenas. STC also will share information to protect its rights or prop- erty and to protect users of its services and other carriers from fraudulent, abusive or unlawful use of services. When you dial 911, information about your location may be transmitted automatically to a public safety agency.

We also may provide information to collection agencies about former customer accounts that are in arrears. STC is also required by law to share your information with certain other companies including your long distance provider. Certain information about your long distance calls is trans- mitted to your long distance company for billing purposes. STC is required by law to give competitive local exchange carriers access to its directory assistance database for purposes of serving their customers, to exchange credit information with other carriers, and to provide listings (other than certain non-published and non-listed informa- tion) to directory publishers. You tell us the telephone listings you want to include in our directories and in directory assistance. You also may choose to have a non-published number or a non-listed number. All customers in areas where Caller ID services are avail- able have the ability to block the display of their phone numbers and names; however Caller ID blocking does not prevent the transmission of your phone number when you dial 911 and certain business numbers, such as 800, 888, 877 and 900 numbers. STC also occasionally uses contractors to do work for the company. These contractors have the same obligations as our regular employees concerning customer information. The FCC refers to your telephone account information as Customer Proprietary Network Information or CPNI. Under Federal Law, you have the right to, and we have the duty to protect the confidentiality of your telecommunications service information. This information includes the type, technical arrangement, quantity, destination, and amount of use of telecommuni- cations services and related billing for these services. We may use this information, without further authorization by you, to offer you: (i) services of the type you already purchase from us, and (ii) the full range of products and services available from Shenandoah Telephone Company and other Shentel companies that may be different from the type of services you currently buy from us. Use of your information will permit us to offer you a pack- age of services tailored to your specific needs. Without further authorization by you, we may also share your information with other Shentel companies with whom you already have an existing service relationship. STC considers privacy implications as new services are planned and introduced and informs customers of the privacy implications of these services.

Miss Utility is the free “one call” Virginia information exchange center for excavators, contractors and property owners planning any kind of excavation or digging. The Miss Utility center notifies participating utilities of the upcoming excavation work so they can locate and mark their under- ground facilities in advance to prevent possible damage to underground utility lines, injury, property damage and service outages. The only operation performed by the Miss Utility service itself is the taking of information from the caller and referring that information to all of the affect- ed utility companies involved. Wait 48 hours (two working days) beginning at 7 a.m. on the next business day after the call is made to give the utilities two full working days to locate and mark the underground lines. If you provide an email address or fax number when you call, the Positive Response System will send you a notice when all utilities have responded to confirm that marking is complete. You can also call 800-552-3120 to check the Positive Response System by telephone. Once you receive confirmation that marking is complete, you may begin excavation.
