Help With Basic Phone Service Basic and enhanced telecommunication services are offered to all consumers in the Marseilles Telephone Company service territories at the rates, terms and conditions specified in the Company’s price lists. Eligible low-income households can receive financial help with the cost of phone installation and basic local phone service. Federal and state programs provide funding for this type of assistance. The Illinois Universal Telephone Service Assistance Program (UTSAP) offers a discount off the cost of installing a phone. The federal Lifeline program provides a monthly discount off the cost of basic local phone service. To qualify for assistance, households must participate in one of the following governmental programs: Federal Housing Assistance Program (Section 8), Food Stamps, Low-Income Home Energy Assistance Program (LIHEAP), Medicaid, Supplemental Security Income (SSI), National Free School Lunch Program (NSLP), Temporary Assistance to Needy Families (TANF).
