VIRGINIA RELAY INFORMATION Virginia Relay is offered through the Virginia Department for the Deaf and Hard of Hearing. This is a public service that guarantees all citizens access to prompt, professional and accurate communication through the telephone. Consumers of these specialized services, specifically individuals who are deaf, DeafBlind, hard of hearing or have difficulty speaking, can communicate on the telephone via TTY, Voice Carry Over (VCO), Hearing Carry Over (HCO), Speech-to-Speech (STS), or Spanish and Captioned Telephone Service (CTS). This helps ensure the ability to connect with family, friends or businesses with ease. How Virginia Relay Works Dial 711 to connect with Virginia Relay. A qualified Communication Assistant (CA) will ask for the area code and the number of the person you wish to call before beginning to relay the conversation. Generally, the CA will voice the typed message from the text telephone (TTY) user to the person on the other end. The CA then relays any spoken response by typing them back to the TTY user. Specialized Services Virginia Relay offers specialized services for individuals who have difficulty speaking, including any Spanish-speaking residents. Translation is provided for any Spanish or English callers. Specially trained CAs are on hand to assist in these types of calls. Since Virginia Relay offers a variety of services please refer to the website listed to the right or contact Virginia Relay Customer Care for more detailed instruction on how a particular call is processed. Captioned Telephone Service (CTS) Captioned Telephone Service is ideal for any individual that has experienced loss of hearing but is still able to speak for themselves. A captioned telephone works like any other telephone with one essential difference: it allows users to listen to their phone conversations while reading captions of what is being said to them. Access To Services 711 provides toll-free access to relay services. If you are experiencing trouble dialing 711 in an attempt to reach Virginia Relay, please contact Virginia Relay Customer Care instead. All Virginia Relay Services are available 24 hours a day, seven days a week. Spanish Captioned Telephone Service is available daily from 8:00 a.m. to 12:00 a.m. EST. Consumers may place relay calls to English-speaking and Spanish-speaking people within Virginia, across the United States and even internationally. By law, each conversation is handled with strict confidentiality.

Special Points Of Interest: Equipment Distribution Program

The Technology Assistance Program (TAP), which is offered through the Virginia Department for the Deaf and Hard of Hearing (VDDHH) provides specialized telecommunications equipment to those who are eligible and qualify. Virginia Veterans with a hearing or speech loss may also qualify for TAP equipment at no cost (with documentation of their Honorable Discharge, form DD-214 or NGD-22).

Emergency Calls Please note that 711 can only be used to reach Virginia Relay. In an EMERGENCY you should continue to use 911. The Americans with Disabilities Act (ADA) requires that all 911 centers have a TTY and are prepared to handle emergency calls placed in this manner. Virginia Relay will make every effort to assist you in an emergency. However, it is important to understand that relay centers are not 911 centers and do not assume responsibility for emergency calls.

GENERAL INFORMATION Customer Billing Rights 900-Number Calls Under the Federal Telephone Disclosure and Dispute Resolution Act, you have the following rights: You can request blocking of 900 calls from your phone. However, you need to check with your local telephone company to determine whether a fee will be charged for this service. You will have 60 days after receiving a bill to dispute 900 pay-per-call errors. While the errors are in review, you have the right to withhold payment for the disputed charges and no collection activity will be brought against you for those charges. If the charges are found to be legitimate, the long distance carrier or information provider may start a collection process against your account immediately. Your local and/or long distance service cannot be disconnected if you fail to pay your 900 charges. If you do not pay 900 charges, the carrier has the right to block your 900 access. You should not be billed for pay-per-call services that do not comply with federal laws and regulations. Do Not Call Registry People who want to avoid telemarketers can join the National Do Not Call Registry, a service launched by the Federal Trade Commission intended to block most phone sales pitches. Consumers can register by going online at www.donotcall.gov or by calling 888-382-1222 from the telephone with the number you would like to register. If you register online, you will receive an email from donotcall.gov as part of the confirmation process. You will need to click on the link in this email within 72 hours after you receive it. If you don’t click on the link in the email, the number you tried to register will not be added to the directory. The law requires telemarketers to search the registry every three months and avoid calling any phone numbers that are on the registry. Your number will stay in the registry until it is disconnected, or until you delete it from the registry. Understand that some calls are not covered. Once your number has been on the registry for three months, most telemarketing calls will stop. However, you still may get: Calls from—or on behalf of —political organizations, charities and telephone surveys. Calls from companies with which you have an existing business relationship. A company may call you for 18 months after you make a purchase or three months after you submit an inquiry or application.

Calls from companies you’ve given permission to call. The FTC works for the consumer to prevent fraudulent, deceptive and unfair business practices in the marketplace and to provide infor- mation to help consumers spot, stop and avoid them.

Miss Utility is the free “one call” Virginia information exchange center for excavators, contractors and property owners planning any kind of excavation or digging. The Miss Utility center notifies participating utilities of the upcoming excavation work so they can locate and mark their underground facilities in advance to prevent possible damage to underground utility lines, injury, property damage and service outages. The only operation performed by the Miss Utility service itself is the taking of information from the caller and referring that information to all of the affected utility companies involved. Wait 48 hours (two working days) beginning at 7 a.m. on the next business day after the call is made to give the utilities two full working days to locate and mark the underground lines. If you provide an email address or fax number when you call, the Positive Response System will send you a notice when all utilities have responded to confirm that marking is complete. You can also call 800-552-3120 to check the Positive Response System by telephone. Once you receive confirmation that marking is complete, you may begin excavation.
