Telecommunications Access Program Are you, or someone you know, frustrated trying to use the telephone? Is it difficult to hear or understand the conversation? Do others have a hard time hearing you, or ask you to repeat yourself often? Is it challenging to dial a phone with small buttons or hard-to-read displays? Perhaps you don’t always hear the telephone ring or can’t get to the telephone in time before the caller hangs up. The Telecommunications Access Program (TAP) can provide you with a telephone specifically designed to help you with any of these difficulties. TAP provides specialized telephones FREE to those that qualify. Missouri residents with existing wireline (house) telephone service and income below $60,000 per year (for a household of 2; add $5000 per dependent) will qualify if certified as having a disability that interferes with hearing, seeing, speech, mobility or cognition. TAP provides equipment only; the consumer is responsible for the telephone service. Call 800-655-6700 or visit www.at.mo.gov to learn more about this free program to benefit Missouri residents. Residents of other states, visit www.tedpa.org to see if a program is in your state. Access Line Charges Listed below are the prevailing monthly access line charges. These rates do not include the Federal subscriber line charge nor applicable taxes. The rates for Residence and Business are $23.50 for the following towns: Barnard, Bethany, Brimson, Browning, Cainsville, Chula, Conception Jct., Darlington, Denver, Eagleville, Galt, Gentry, Gilman City, Graham, Jamesport, Laredo, Linneus, Lucerne, Meadville, Mercer, Mt. Moriah, Newtown, New Hampton, Parnell, Powersville, Princeton, Purdin, Ravenwood, Ridgeway, Sheridan, Spickard and Washington Center. The above rates were correct as of the date this directory was printed. Current rates and charges are always available from your business office, and at www.grm.net/phone .

Qualifying low-income or disabled programs include: Medicaid, Supplemental Nutrition Assistance Program (Food Stamps), Supplemental Security Income (SSI), Veterans Pension or Survivors Benefit Programs, Federal Public Housing Assistance (FPHA), 135% of the Federal Poverty Level. There are no federal Lifeline Services offered for disabled con- sumers. The MoUSF program will offer a discount of $6.50 per month off the consumer’s local telecommunications service for disabled Missourians. If any member of the household has a disability and is receiving disability benefits as defined below, the consumer is eligible to receive the disability discount. Disability assistance is available to all Missouri residential cus- tomers who demonstrate, by providing documentation, that they are totally and permanently disabled or blind and receiving any of the following: Federal Social Security Disability bene- fits; Federal Supplemental Security Income benefits; Veterans Administration Disability benefits; State blind persons pursuant to Section 209.010 to 209.1602RSMo; State aid to blind per- sons pursuant to Section 209.240RSMo; State supplemental payments pursuant to Section 208.0302RSMo and Section 660.100.2RSMo 2000. You May Be Eligible For Assistance With Your Phone Bill LIFELINE is a federal government program that enables low-income applicants to receive a discount for telecommu- nications service. Applicants meeting certain eligibility criteria are able to receive a monthly federal discount of $9.25 (for Voice or Broadband Internet) and a state discount of $6.50 (for Voice or a service bundle of Voice and Broadband) for a total monthly discount of up to $15.75. Toll blocking is available at no charge to all eligible Lifeline applicants. To be eligible for LIFELINE , an applicant must participate in one of the following: 1. Medicaid 2. Supplemental Nutrition Assistance (Food Stamps) 3. Supplemental Security Income (SSI) 4. Veterans Pensions or Survivors Benefit Programs 5. Federal Public Housing Assistance (FPHA) 6. Income at or below 135% of the Federal Poverty Level Only one Lifeline or Disabled Service is available per household.
