Universal Service Programs The FCC, Emery Telcom and its affiliate com panies are committed to the goal of Universal Service for the residents of Carbon County, Emery County and Hanksville. Universal Service is the promotion of quality telecommunication services at just, reasonable and affordable rates. Basic service includes: phone line providing single-party, voice grade access to the pub lic switched telephone network utilizing dual tone, multi-frequency signaling local usage on this phone line, access to emergency services, access to inter-exchange service, access to Directory Assistance (additional charges per inquiry), and toll limitation for qualifying low-in come consumers. Federal and State Lifeline Assistance Program The Lifeline Program provides a monthly credit to lower qualifying residential monthly voice or Internet service charges. Eligible customers may enroll in the program if they have an income at or below 135% of the federal poverty guidelines or participate in one of several federal assistance programs. Participation in the Lifeline program places a freeze on the Lifeline benefit for a peri od of 60 days (if applied to voice only service) or 12 months (if applied to a qualifying Internet service). During this time, you must remain with your current provider in order to continue receiv ing the discount, unless you can claim a valid exception. Customers applying for Lifeline bene fits will need to complete a certification form and provide proof of eligibility by income verification or qualifying program participation. Lifeline cred its are limited to one benefit per household, wire line or wireless. Lifeline is a government benefit program and customers who willfully make false statements in order to obtain the benefit can be barred from the program and punished with fines or imprisonment.

Utah Relay Service Text Telephone/TTY – A person who is deaf, hard of-hearing, deaf-blind, or speech disabled can use a TTY to type his or her conversation to

a communication assistant (CA) who then reads the typed con versation to a hearing person. The CA relays the hearing person’s spoken words by typing them back to the TTY user. Voice – Standard telephone users can easily ini tiate calls to TTY users. The relay operator types the telephone user’s spoken words to the TTY user and reads back the typed responses. Voice Carry-Over (VCO/2LVCO) – VCO is ideal for people who can use their voices to speak directly to the hearing person. When the hearing person speaks, the CA types everything that is said to the TTY or text display. Hearing Carry-Over (HCO) – HCO allows speech-disabled users with hearing to listen to the person they are calling. The HCO user types his or her conversation for the CA to read to the standard telephone user. Speech-to-Speech (STS) – STS allows people with speech disabilities to voice their conversa tion. A specially trained Relay Utah CA will listen and repeat the speech-disabled user’s dialogue to the called party. No special telephone equip ment is necessary to use this service, as STS calls can be made from any standard telephone. Captioned Telephone (CapTel) – The captioned telephone, CapTel, is ideal for a person who is hard-of-hearing or deaf and uses his or her voice to speak directly to the called party. When the hearing person talks, the CapTel user reads the responses on a text display. CapTel allows peo ple to place calls just like a traditional phone by dialing the number directly. The CapTel automat ically connects to the Captioning Relay Service when the number is dialed.
