Consumer Information

New Service Bristol Bay Telephone Cooperative, Inc. is owned by its members. When you begin service with us you become a member/owner. As member/owner you have a voice in your Cooperative. You will be able to vote at the Annual Meeting for Board Members, discuss issues and benefit from the services that Bristol Bay Telephone Cooperative, Inc. brings to you at the lowest possible cost. If you wish to have a telephone installed, equipment moved, or to make a change in your service, please stop by or call our Business Office. You may also e-mail us at bbtccsr@bristolbay.com or visit our website at bristolbay.com . Bills for Service Bills are mailed on the first business day of the month. Telephone and internet services are billed one month in advance. Miscellaneous charges, such as advertising fees, repairs, etc., are billed after work has been completed. Payment Due Date Payment is due on or before the 25th of the month. Please note: If the 25th falls on a holiday or weekend, payment is due on the last business day prior to the 25th. Changes to Service All changes, except termination of service and disconnection of features, require a service charge. The amount you are charged depends on the type of change requested. Contact the Business Office for details. Delinquent Accounts If your bill is not paid by the 25th of the month, your account becomes past due, and a late fee of .087% per month on the unpaid balance will be charged to your account. If your account To Apply for New or Changed Service

remains past due for 10 days, the Cooperative may start procedures for disconnection for non-payment. This includes a written 10-day notice and a $10 late letter charge. To have your service restored, you will be required to pay a reconnection fee plus the outstanding bill in full. A deposit may also be required. Returned Checks A $20 fee will be charged to your account for a check that is returned for insufficient funds. Collection of Past Due Accounts Accounts that are disconnected for non-payment may be turned over to a collection agency. You Have the Right to... Obtain information about telephone rates, policies and services. All applicable rates and regulations for telephone service and facilities are available for public inspection at the Business Office in King Salmon. BBTC Customer Service Representatives are available to answer your questions about services and charges. You Have a Responsibility to..... Be careful about who you allow to use your phone. If telephone service is in your name, you are responsible for all calls made from your phone, including long distance calls, regardless of who places the call. 10-Digit Mandatory Dialing 10-Digit Dialing Requirement started April 24, 2021. Alaska implemented a 10-digit dialing requirement (area code + telephone number) for all local calls. The Federal Communications Commission (FCC) has adopted 988 as a new three-digit number to be used nationwide to reach the National Suicide Prevention and Mental Health Crisis Lifeline. *Note: Remember to program your devices to dial the 10-digit number.*

Telephone Safety The telephone is one of the safest appliances in your home or office. There are, however, a few situations where a telephone user needs to be cautious: • Use of the telephone near water. Do not use the telephone while you are in the bathtub, shower or pool. Immersion of the telephone or handset in water could cause an electrical shock. • Use of the telephone during an electrical storm . Avoid using the telephone during an electrical storm in your immediate area. Calls of an urgent nature should be brief. The system uses protective measures to limit abnormal electrical surges from entering your home, but absolute protection is impossible. There is a small risk of receiving a dangerous electrical shock through the phone. • Use of the telephone to report a gas leak. To report a gas leak, you should not use a telephone in the vicinity of the leak until the leak is repaired. The telephone contains electrical contacts that could generate a tiny spark when you lift the handset and dial. If the gas concentration is high enough, there could be an explosion.

Lifeline and Link-Up Programs

The federal Lifeline and Link-Up programs are available to any and all people who qualify. You can have residential telephone service for just $1 a month, with greatly reduced installation charges. You qualify for these services if you are enrolled in any of the following programs: • Medicaid Program • Food Stamps Program • Supplemental Security Income (SSI) Program • Federal Public Housing Assistance Program • Veterans & Survivors Pension Benefits If you are enrolled in any of the above programs, proof of participation is required. If you are not enrolled in any of the above programs, but your annual combined household income is at or below 135% of the Federal Poverty Guidelines, you may also qualify for Lifeline and/or Link-Up. Proof of income is required. Call our office for qualifying income levels and documentation requirements. Lifeline is a federal government assistance benefit that provides a monthly discount on home or mobile telephone services. Only ONE Lifeline discount is allowed per household. Members of a household are not permitted to receive Lifeline service from multiple companies. Lifeline is a non-transferable benefit. Willfully making false statements to obtain the benefit can result in fines, imprisonment, de-enrollment, and/or being barred from the program. Violation of the one-per-household limitation constitutes a violation of the FCC’s rules and will result in de-enrollment and, potentially, prosecution

by the U.S. government. Lifeline is a federal government benefit program and only qualified persons may participate. Lifeline (for new or existing customers): $1.00 per month recurring charge for telephone service on one residential line. Free Full-Toll Blocking if requested. Any extra features such as Caller ID are billed as separate charges on the customer’s account. Link-Up (for new customers): For a qualifying customer, the link-up program pays 100% (or up to $100.00) of the initial telephone connection fee to the customer’s principal residence. Affordable Connectivity Program is a FCC program to help families and households struggling to afford internet service during the COVID-19 pandemic. This new benefit will connect eligible households to jobs, critical healthcare services, virtual classrooms, and so much more for a long time. The Affordable Connectivity Program (APC) will provide a discount of up to $75 per month towards broadband service for eligible households on qualifying Tribal Lands and $30 per month for households not on qualifying Tribal Lands. The Affordable Connectivity Program is limited to one monthly service discount per household.

Annual CPNI Notice Bristol Bay Telephone Cooperative respects the privacy of our customers and our employees do everything possible to protect information that may be found in your account records. The Federal Communications Commission developed new rules in 2007 that require certain steps to be taken to protect Customer Proprietary Network Information (CPNI). If requested, Bristol Bay Telephone Cooperative will provide account information to our customers in one of the following ways: 1) We will verify the password you provided to us when you call with questions about your CPNI; 2) We may call the telephone number of record and provide the account information; 3) We may mail the information to the address of record; or 4) We may provide the information at our office if we are presented with valid photo identification and the individual so identified is on the account. We do not anticipate that these new rules will interfere with quality customer service. Custom Calling Features

Call Forwarding Allows you to automatically forward incoming

Three-Way Calling Lets you add a third party on local or long distance calls, without operator assistance. 1. Establish a normal two-party call. 2. Depress your phone’s disconnect or “flash” button. This puts the first party on hold and gives you a dial tone. 3. Dial the number of the third party. When they answer, depress the button again, and all three parties are connected. To leave Three-Way Calling: 1. Depressing your phone’s disconnect or “flash” button once will drop the third party from the call. Hanging up will end the call. Caller ID Displays the name or telephone number of the person calling you. Use of this feature requires purchase of a telephone with a display feature or a separate Caller ID display box. Occasionally, our Customer Service Department receives calls that Caller ID boxes are not working properly. There can be a number of reasons for this: 1. You have not purchased the Caller ID feature. 2. The batteries in your Caller ID box need to be replaced. 3. The caller has elected to block their per sonal information from being displayed. 4. The area from which you are receiving a call does not support Caller ID. 5. Villages within BBTC’s service area are able to receive Caller ID information on local calls only. If you are having difficulty getting Caller ID to work try the following: 1. Lift the receiver and listen for the dial tone. Press *65 and hang up the receiver. If you are still having difficulty using this feature, please call our Business Office for assistance.

1. Lift receiver and listen for dial tone. 2. Dial *72 . Wait for dial tone to return. 3. Dial the directory number where calls are to be forwarded. When your call is answered, the forwarding is activated. If the called number is not answered, call the number again, let it ring, then hang up and Call Forwarding will be activated. To cancel Call Forwarding: 1. Lift the receiver. You will hear Feature Active “stutter” tone. 2. Dial *73 . You will hear confirmation “stutter” tone, followed by normal dial tone. Call Forwarding is cancelled. Call Waiting Alerts you that someone else is trying to call you. Allows you to hold your first call and answer the second. 1. During a normal call, you will hear a Call Waiting tone (single “beep”, repeated every 10 seconds) to indicate that another caller is trying to reach you. 2. Depressing the disconnect or “flash” button on your phone will put the first call on hold and connect you with the second call. Depressing the disconnect or “flash” button again will return you to the first call. 3. To disable Call Waiting before placing an important call that you don’t want to be interrupted, dial *70 , wait for a new dial tone, then complete your call. 4. To disable Call Waiting after a call is in progress, depress the disconnect or “flash” button, dial *70 , then depress the button again to return to the call.

Per-Call Blocking This feature allows you to block the display of your number on the next call you dial. There is

Anonymous Call Rejection Anonymous Call Rejection works with Caller ID. It allows you to reject an incoming call if the caller has blocked their telephone number from being displayed. 1. Lift receiver and listen for dial tone. 2. Dial *77 to turn feature on (reject blocked calls) or *87 to turn off (receive blocked calls). 3. Listen for confirmation “stutter” tone. Voice Mail Never miss another important call! Voice Mail can receive messages when your line is busy or you’re unavailable, then notify you with a “stutter” tone that you have messages. Available in the 246 exchange only. To set up your Voice Mail: 1. Dial *321 from your home phone. 2. While the greeting is playing, press * followed by the temporary security code 2222. 3. Change the temporary security code to a private one by pressing 8 for User Options, then 7 to set the new security code. The new code must be 4 digits. 4. Change other features: • 4-Record Greeting • 6-Record Name 5. Press 9 to exit. To check your Voice Mail: From home: 1. Dial *321 . 2. While greeting is playing, press * followed by your private security code. 3. Press 7 to play your messages. 1. Dial your home phone number. 2. While greeting is playing, press * followed by your private security code. 3. Press 7 to play your messages. From another phone:

All-Call Blocking (Call Blocking Per-Line)

This feature blocks the display of your number on all calls you make. There is no charge for this feature, but you must call BBTC to have it added to your line. To disable All-Call Blocking on a per-call basis: 1. Lift the receiver and listen for dial tone. 2. Press *82 . You will hear a secondary dial tone. Now dial your call. 3. The display of your number to the person called will appear for that call only. The All-Call Blocking feature is provided at no charge. However, if you call BBTC to subsequently request removal or re-installation of All-Call Blocking you will be charged a service order charge. Note: If you have the All-Call Blocking feature on your line, and you want to call someone locally who has subscribed to Anonymous Call Rejection, you will need to hang up and dial *82 so that your call will be accepted. Otherwise, you cannot call these subscribers. If you have Per-Call Blocking do not dial *67 when calling people with Anonymous Call Rejection.

To check regular reminders dial *317 . If you are having difficulty using this or any Custom Calling Feature from Bristol Bay Telephone Cooperative, please call our Business Office for assistance. Rotary Dial Phones Any of the Custom Calling Features described here can be used with a rotary dial phone by dialing 11 instead of * where indicated. For example, instead of *67 , dial 1167 .

Reminder Call Reminder Call allows you to schedule an automatic call from the switch at a set time of day. An announcement is played when you answer. If the call is not answered, the switch will try again. You can schedule an individual or regular reminder. To enable an individual Reminder Call: 1. Dial the access code *310 . 2. You will be prompted to dial the desired time. 3. Your reminder call will be confirmed, with the option to cancel if desired. To disable all individual reminders dial *311 . To disable one individual reminder dial *312 . To check individual reminders dial *313 . To enable a regular Reminder Call: 1. Dial the access code *314 . 2. You will be prompted to dial the desired time.

Long Distance Restrictions

To protect yourself from unwanted charges and unwanted calls, you may choose to restrict certain kinds of long distance telephone calls. Call our Business Office for more information. Full-Toll Restriction Full-Toll Restriction does not allow any long distance calls to be placed from your phone. This includes calling card calls, operator calls, toll-free numbers and 900 numbers. Only local calls may be placed from your phone. No long distance calls whatsoever. Limited-Toll Restriction Limited-Toll Restriction allows long distance calls only to toll-free numbers such as 800, 844, 855, 866, 877, etc. Calling cards can be used with this service, and operator calls are allowed. 900 numbers are not allowed. 900-Number Restriction This service prevents access to 900 “pay-per-call” numbers. It does not restrict other types of long distance. The service is offered at no charge. Collect Call Blocking This service alerts long distance operators that you do not wish to accept collect calls to your phone number. We cannot guarantee that all operators will honor this restriction. This service is offered at no charge. Third-Party Call Blocking This service alerts long distance operators that you do not wish to allow a third-party to charge a long distance call to your phone number. Please be aware that this means you cannot charge a long distance call to your own phone number when you are placing the call from another phone. We cannot guarantee that all operators will honor this restriction. The service is offered at no charge.

Telephone Trouble

Hello......Hello?.... Why Doesn’t My Phone Work? Problems with your phone service can be caused by several different things. The problem could be in our lines or switch, OR it could be a problem with your wiring or one of your phones. When you call the office with a problem, we will do our best to find and clear the trouble. If it is in our switch or buried cable, there will be no charges to repair (unless, of course, you dug in the ground without requesting a locate and hit the cable). If the trouble is with your inside wiring or one of your jacks or phones, you will be charged for the work we do. To save yourself time and costly repair charges, we encourage you to attempt to isolate problems before calling for repairs (see next page).

Telephone Wiring and Equipment Repair – Federal deregulation of inside wire and jacks requires customers to assume responsibility for the maintenance and repair of all “inside” wiring. Inside wiring includes any telephone wiring, either inside or outside of your home or

business, which runs from the Telephone Network Interface (TNI) to your telephone jacks or equipment. The TNI is usually located outside of your building in a single family home or single business location, and inside of your building in a multi-family dwelling or multi-business location, such as an apartment or an office building.

Telephone Trouble

Indoor Testing – To see if the problem is in your telephone or wall jack: 1. Check each telephone to be sure that a receiver is not off the hook. 2. Check both ends of your handset cord and wall cord to make sure they are plugged in tight and that there are no loose connections or exposed or frayed wires. 3. Take the phone to a neighbor’s house to see if it works there. 4. If you have a cordless phone, unplug its telephone cord and its electric cord. Then check other phones in the house that are not cordless to see if they work. 5. Take a working telephone to each phone jack to see if you can hear dial tone. Outdoor Testing – To see if dial tone is coming to your house: 1. Take a working telephone outdoors to the Telephone Network Interface (TNI) box. This is a grey or beige box on the outside of your house where the telephone wires enter the building. Use a screwdriver to open the box. (See figure 1.) 2. Unplug the cord from the test jack and plug in your telephone there. (See figure 2.) 3. If you do not hear dial tone, the trouble is the responsibility of the telephone company. Call the Business Office to report the trouble. The repairs will be made at no charge to you. 4. If you hear dial tone, you may assume that the problem is in your inside wiring. You may attempt to fix the problem yourself, hire someone to do it for you, or call the telephone company to fix it. We will charge you for labor and materials.

Telephone Trouble

Radio Interference Radio interference may occasionally cause buzzing or humming in your cordless handset, or clicking noises in the base unit. This interference is caused by external sources such as television, refrigerator, vacuum cleaner, fluorescent lighting, or a VHF or sideband radio. Check around your home to see what appliances may be causing the problem. We recommend that the base of the cordless phone not be plugged into a circuit that also powers a major appliance, because of the potential for interference. Some cordless telephones operate at frequencies that may cause interference to nearby televisions and VCRs. To minimize or prevent such interference, the base of the cordless telephone should not be placed on or near a TV or VCR. Other Problems The Federal Communications Commission (FCC) has granted the telephone Cooperative the right to disconnect service in the event that your customer-owned telephone causes problems on the telephone line. This is to protect other consumers from interruption of telephone service.

Alaska Relay is available 24 hours a day, 365 days a year, with no restrictions on number of calls placed or length of calls. Alaska Relay provides state of-the-art technology, a full range of features, and highly trained professional communication assistants (CAs) to ensure that users are able to communicate easily and effectively – every time they place a relay call. This 24-hour relay service is provided at no cost to callers. Long distance calls will be billed accordingly.

Confidentiality and Ethics: Alaska Relay is strictly confidential. All calls will be kept private, and no records of any conversations will be maintained. CAs will not share information regarding the content of any relay calls. All calls and information are 100 percent confidential. Directory Listing Information

Residential Listings Residential customers are allowed one White Page listing for each number at no charge. Additional residential listings for roommates, spouses or children are available for $1 per month. Business Listings Business customers are allowed one White Page listing and one identical Yellow Page listing for each business number at no charge. Your Yellow Page listing will be placed under the classified heading that is appropriate for your business. If you would like an additional White Page listing for your number, please contact the Business Office. For an additional Yellow Page listing or for Yellow Page advertising, contact DPS Media at 866-221-4300 for information. Unlisted Service Some people prefer not to be listed in the telephone directory. Non-listed status will keep your name out of the phone book, but it will still be available to persons who call Directory Assistance at 411 or 1 + Area code + 555-1212. The charge is $1 per month. Unpublished Service For those wishing even more privacy, we offer unpublished status at $1 per month. Your number will not appear in the directory or Directory Assistance records. Directory Errors The utmost care is used in listing all customers correctly; however, errors do occur. Please notify the Business Office if your residential or business listing is incorrect. While the error cannot be changed until the next edition of the directory, we can meanwhile make sure the listing is correct in Directory Assistance records. The Cooperative assumes no liability whatever for damages arising from errors or omissions in the compiling or printing of this directory .

Handling Unwanted Phone Calls

Telemarketers If you don’t want to talk to a telemarketer (salesperson), just say “no thank you” and hang up. You can contact individual companies one by one and ask them to put you on their “do not call” lists, or you have these other options to prevent unwanted calls: National Do-Not-Call Registry You can register (or revoke) your objection to receiving telephone solicitations by calling 1-888-382-1222 (TTY 1-866-290-4236) or via the internet at www.donotcall.gov . This is a free service. The Federal Communications Commission (FCC) manages the registry and the Federal Trade Commission (FTC) enforces it. The registration is good for five years. Telemarketing companies who are selling goods or services are not allowed to call registered customers unless you did business with them within the past 18 months or made an inquiry or submitted an application. However, if a consumer asks a particular company not to call, the company may not call, even if there is an established business relationship. The registry does not limit calls by political organizations, charities or telephone surveyors. Telephone Courtesy and Privacy

Callers should promptly identify themselves and respect your privacy. Here are some general suggestions for uncomfortable situations: 1. If the caller asks for information, do not cooperate until he/she has been identified. 2. Teach your children not to give any information to strangers. 3. Never reveal the fact that you are alone. 4. If you are not home, your children should say “My parents can’t come to the phone right now. May I take a message for them?” Handling Obscene and Crank Calls Federal and state laws make it a crime to make harass ing, obscene, threatening or anonymous phone calls. If you receive such a call, follow these suggestions: 1. Hang up if the caller doesn’t speak the second time you say hello. 2. Hang up at the first obscene word, or if you hear abusive, harassing or threatening talk. 3. If problem calls persist, contact local law enforcement. 4. Report a threatening call to local law enforce ment immediately. 5. If you don’t know the caller, follow the steps on the next page to trap and trace the call .

Handling Unwanted Phone Calls

Call Trace To trace a nuisance call, do the following: 1. When you receive a call you want to trace, replace the handset. 2. Lift the handset and press *57 . 3. Replace the handset. 4. Write down the date and time of the nuisance or threatening call. 5. Call the Business Office during normal business hours and report the date and time to the Custom Service Representative. Example of information the Customer Service Representative will need: “My name is Jane Doe. My phone number is 246-9999. I received a nuisance call January 21, 2022 at 2:00 a.m. I live in South Naknek.” BBTC will then be able to look in our maintenance log and identify where the call came from. We will inform you that we have or have not successfully trapped the call. If we successfully trapped the call, the next step is for you to contact law enforcement. We cannot release information about the caller to you, but law enforcement can issue a subpoena for the phone records. We will turn over the records to them for investigation and possible further action.

Alaska Statutes, Section 11.61.120. Harassment (a) A person commits the crime of harassment if, with intent to harass or annoy another person, that person: (1) insults, taunts, or challenges another person in a manner likely to provoke an immediate violent response; (2) telephones another and fails to terminate the connection with intent to impair the ability of that person to place or receive telephone calls; (3) makes repeated telephone calls at extremely inconvenient hours; (4) makes an anonymous or obscene telephone call or a telephone call that threatens physical injury; or (5) subjects another person to offensive physical contact. (b) Harassment is a Class B misdemeanor.
