For eligible customers, the discount will apply only to basic telephone service. This discount does not prevent you from subscribing to optional telephone services such as custom calling services (i.e. Call Waiting, Caller ID); however, the discount rate does not apply to these services or any other optional telephone services. Texas Audio Newspaper Service Texas residents who are blind or visually impaired may qualify for a new service that gives them access to national and local newspapers via synthetic speech, called Audio Newspaper. To assist qualified low-income customers in obtaining and maintaining local telephone service, discount assistance programs are available from local exchange telephone companies. Under these discount assistance programs, customers that qualify are eligible for a discount off their basic Lifeline Service Program reduces monthly rates for basic local telephone service. Customers or household members who receive benefits through the Texas Department of Health and Human Services (TDHHS) from the following programs qualify for Lifeline Assistance and may be automatically enrolled in the Lifeline Program: Supplemental Nutrition Assistance Program (SNAP), Medicaid, Supplement Security Income, and State Child Health Plan.
