EMERGENCY NUMBERS
Automatic Number Identification: When an 800 or 900 number is dialed from your telephone, your telephone number may be transmitted to the company you have called and may be available to that company's representative before your call is answered. Cellular 911 Calls: When calling 9-1-1 on a cellular phone, be prepared to provide the following information: your name, cellular phone number, nature of the emergency, and the location of the incident. Please Note: Your call may be answered by a telephone company operator or a 9-1-1 dispatcher outside of your area. Privacy Considerations: The 9-1-1 emergency telephone number has been developed to quickly summon emergency service in a crisis situation. Callers should realize that when reporting an emergency by dialing 9-1-1, their telephone number (including non-published numbers) and their address may be automatically displayed on a viewing screen located at the 9-1-1 answering centers and that this call may also be recorded. This display of the calling number and address enables the emergency agency to quickly locate the caller even if the call is disrupted by the crisis. Callers who do not wish to have their telephone number displayed on the viewing screen should report an emergency by dialing the seven-digit telephone number of the appropriate emergency agency. For information about and referral to available health and human services and community organizations, please dial 2-1-1.

The Federal Communications Commission (FCC) has adopted 988 as a new three-digit number to be used nationwide to reach the National Suicide Prevention and Mental Health Crisis Lifeline, starting July 16, 2022. Customers must continue to dial 1-800-273-TALK to reach the Lifeline until July 16, 2022. In order for 988 to work in the 254 area code, 10-digit local dialing must first be implemented. If your area code is 254, you will need to change the way you dial local calls. WHAT WILL BE THE NEW DIALING PROCEDURE? To complete all local calls, you will now need to dial area code + telephone number. This applies to all calls within your area code that are currently dialed with seven digits. WHO WILL BE AFFECTED? Anyone with a telephone number within the 254 area code will need to make this change from 7-digit local dialing to 10-digit local dialing. WHEN WILL THE CHANGE BEGIN? Beginning April 24, 2021, you should begin dialing 10 digits (area code + telephone number) for all local calls. If you forget and dial just 7 digits, your call will still be completed. Beginning October 24, 2021, you must dial 10-digits (area code + telephone number) for all local calls. On and after this date, local calls dialed with only 7-digits may not be completed, and a recording will inform you that your call cannot be completed as dialed. You must hang up and dial again using the area code and 7-digit number. Beginning July 16, 2022, dialing "988" will route your call to National Suicide Prevention and Mental Health Crisis Lifeline. WHAT WILL YOU NEED TO DO? In addition to changing the way you dial local calls, all services, automatic dialing equipment, or other types of equipment that are programmed to complete calls to 7-digit local numbers will need to be reprogrammed to complete calls to 10-digit numbers. Some examples are life safety systems or medical monitoring devices, PBXs, fax machines, Internet dial-up numbers, fire or burglar alarm and security systems or gates, speed dialers, mobile or other wireless phone contact lists, call forwarding settings, voicemail services and other similar functions. Be sure to check your website, personal and business stationery, advertising materials, personal and business checks, contact information, your personal or pet ID tags, and other such items to ensure the area code is included. WHAT WILL REMAIN THE SAME? Your telephone number, including current area code, will not change. The price of a call, coverage area, or other rates and services will not change due to the dialing change. What is a local call now will remain a local call regardless of the number of digits dialed. You will continue to dial 1 + area code + telephone number for all long distance calls. You can still dial just three digits to reach 711 (relay services) and 911 (emergency services). Any 211, 311, 411, 511, 611, or 811 services available in your community can still be reached by dialing their three-digit codes. The National Suicide Prevention Lifeline can still be reached by dialing 1-800-273-TALK (8255). WHO MAY WE CONTACT WITH QUESTIONS? LONG DISTANCE
IMPORTANT All CTTC Exchanges All Long Distance Calls Can Be Dialed Direct Here's How: STATION-TO-STATION CALLS This is Not New , but it is still the fastest and easiest way to call long distance. Just dial 1 + the area code + the number. Example: Area Code Phone Number 1 + 325 + 835-4499 1 + calls go through at economical station-to-station rates. OPERATOR-ASSISTED CALLS * Person-to-Person, Calling Card, Collect, and Third Number Billing. You can dial these calls by dialing 0 + instead of 1 +. Just dial 0 (Zero) + area code + number for IntraLATA calls, or dial 00 + area code + number for InterLATA calls. The Operator will ask for the information to give your call special handling. While the Operator is talking with you, the call you have dialed is speeding through. It is a real time saver. Operator-Assisted call rates will apply.
TYPES OF LONG DISTANCE CALLS STATION-TO-STATION *
Direct Distance Dialed (DDD) calls are station-to-station calls. Call station-to-station if you'll talk with anyone who answers. Rates are lower than for person-to-person calls and charging begins when the telephone you've called is answered. PERSON-TO-PERSON * Call Person-to-Person when you wish to talk with a particular person or extension. Tell the Operator you wish to make a "person-to-person" call and give the area code for the city you want, the telephone number, and the name of the person you are calling. Rates are higher than for station-to-station calls. Charging starts when the conversation begins with the person you've called. COLLECT * You can call "collect" if the person or firm you're calling agrees to pay the charge. If you want to make a "collect" call, tell the Operator and give the area code for the city you want and the telephone number. CONFERENCE * You can talk with several people in different places at the same time. Dial Operator and tell him/her you wish to make a conference call. and to practically all the world's telephones. Some Mobile and Marine calls can be completed by dialing; others must be completed by the Operator. On overseas calls, dial Operator, ask for the Overseas Operator and give the name of the country you're calling. * Dialing 0 (Zero) for the Operator must be dialed from an unblocked telephone number. If your telephone number is blocked or private, you must dial *82 before dialing 0 (Zero). INWARD WIDE AREA TELEPHONE SERVICE (WATS) Station-to-station Long distance calls may be made without charge to you to those customers who have Inward WATS. They offer this service to their customers calling from specific locations. Dial the access code plus Area Code 800 plus the special numbers of customers with this service. To reach Directory Assistance for Inward WATS, dial the Access Code plus Area Code 800 plus 555-1212. TIME AND CHARGES Customers, when placing calls, may request from the "Operator" the amount of time charged to the call and the costs associated with the call. BILL TO THE THIRD NUMBER Customers may place calls and transfer the charge to another telephone. This service requires "Operator" assistance. The call may be either station-to-station or person-to-person. CALLING CARD Calling Cards are available through your long distance carrier. For information, please call the business office. DIRECT DISTANCE DIALING With Direct Distance Dialing (DDD), you can dial your own station-to-station long distance calls. To make Direct Distance Dialing possible, the nation has been divided into more than 120 geographic areas. Each area has its own three-figure "Area Code."
If you do not know your desired area code, call the operator to receive it. If you need assistance in dialing direct, be sure to let the operator know that you are unable to complete a DDD Call in order to get the DDD Rate. If you have contracted with a company that provides you with international calling services, follow the dialing instructions they have provided you. The instructions listed below are commonly used to complete international calls. To place a direct-dial international call from an Easy Access Dialing location, dial: 011 + Country Code + 1 + City Code + local number To place an operator-assisted call, dial: 01 + Country Code + 1 + City Code + local number TO CALL MEXICO Most locations in Mexico can be reached by using the international dialing (011 +) instructions. For Example: 011 + Mexico Country Code (52) + 1 + City Code + Local Number

DIRECTORIES The primary purpose of this directory is to furnish you the names and numbers of telephone subscribers in this area. This helps you facilitate the use of telephone service. Addresses are not included in the directory except by customer request. The directory is not intended for use as a mailing guide. NOTICE OF NUMBER DELIVERY OVER 800, 888, 877, AND OTHER TOLL FREE PREFIXES AND 900 SERVICES Per-line or per-call blocking does not prevent transmission of your telephone number when you call a company using an 800, 888, 877, other toll free prefix or 900 number. Therefore, your number may be available to that company's service representative before your call is answered. Also, if you have an unlisted number, it will appear on Caller ID unless you choose per-line or per-calling blocking.
ALTERNATE OPERATOR SERVICES (AOS) CTTC urges caution when using AOS companies. Consumers should be cautious before placing long distance or local calls away from home. Many telephones today are associated with alternate operator services or AOS companies. AOS companies resell telecommunications services and provide various forms of operator services, often at higher rates than other long distance companies providing operator services. They set their own rates, which the local telephone company has no control over. As a result, customers have been billed for calls at rates two or three times that of other long-distance companies. Often, customers are not aware of the charges before they place the calls. AOS companies provide services through negotiated contracts with hotels, hospitals, universities, and privately-owned pay phones in malls, restaurants, and convenience stores. AOS companies began as a result of deregulation in the telephone industry; their rates are not regulated by state and federal commissions.

ALTERNATE OPERATOR SERVICES (AOS) cont. We are seeing a lot of customers with charges for calls that are twice that of other long-distance companies. Customers may not know that they are using an AOS company. As a result, customers are very upset and angry when they get their bill. Before placing a call, you should ask the operator the following questions: • Which operator service company are you with? Depending upon the information that is received, customers may ask the operator to complete the call, or ask to be connected to a different long-distance company. Customers should keep in mind that they can directly access a different long-distance company even if they are using a phone that's serviced by an AOS provider. To reach a different company, customers should dial the access number (for example 1010288 for AT&T, 1010333 for US SPRINT, 1010222 for MCI) followed by 0 and the number they're calling. If customers have questions regarding charges on their bill from AOS companies, they should call the number for the AOS company listed on their bill. Regulations require AOS companies to provide a toll-free number for inquiries. Unfortunately, CTTC does not have any control over these AOS companies. If customers have complaints, they should contact the AOS company. If the customer is not satisfied after contacting the AOS company, they should contact the Texas Public Utilities Commission. • What rates will I be charged? • How will I be billed for the call?
900 NUMBERS The use of 900 numbers has become more and more widespread lately, people are calling 900 numbers to apply for supposedly guaranteed credit cards, to find the "perfect dream date," to enter contests, claim prizes, etc. Many people are confusing 900 numbers with 800 numbers which are generally toll free. 900 numbers are not toll free . Most callers are unaware of the sometimes outrageous charges they are being billed when calling these numbers. The cost can range from 50 cents to more than $50 per minute. Most 900 ads and promotions state that there will be a charge for the calls. These disclaimers, however, are usually so small that they are rarely seen. Often times there is a large minimum charge when a 900 number is reached, regardless of how long one talks. Sometimes a caller is given other 900 numbers to call and some 900 promotions go so far as to encourage small children to call in (with parents' permission of course). While many 900 promotions are legitimate, we urge you to take precautions before calling a 900 number. Make sure you know how much you are being billed per minute and warn your children about calling these numbers. Due to cost and content, some customers may wish to have 900 numbers blocked. For more information about blocking 900 numbers, please call the CTTC business office at 1-800-535 8904 or 325-648-2237.

BLOCKING OF PAY-PER-CALL INFORMATION SERVICES
Under certain circumstances, CTTC provides free blocking to Pay-per-call information services upon customer request. Pay per-call services include both 1-900 numbers and 976 numbers. You may order the blocking by calling the Business Office at 800-535-8904, or 648-2237. No service charge will be applied if block is requested at the time your service is connected. A non recurring service charge will apply to 900 & 976 changes made after initial application request. For billing disputes or inquiries, please call 1-800-535-8904. You have 60 days from the date of your bill to dispute a billing error. You have the right to withhold payment of the disputed charges during the billing error review. No collection activity for disputed charges will occur while the charges are under investigation. After investigation, if it is determined that the disputed charges are legitimate, the Information Provider may proceed with outside collections against your account. Your local and long distance service cannot be disconnected for nonpayment of 900 charges. Failure to pay legitimate 900 charges may result in involuntary blocking of your access to 900 services. Voluntary blocking of access to 900 services is available upon request from your local exchange carrier. STATEMENT OF BILLING RIGHTS FOR INTERSTATE PAY-PER-CALL SERVICES.
You should not be billed for pay-per-call services not offered in compliance with Federal laws and regulations. The enclosed consumer rights are provided under the Federal Telephone Disclosure and Dispute Resolution Act. If you orally communicate an allegation of a billing error via the toll free number on the 900 bill page, it will be considered sufficient notification of a billing error. The billing entity forfeits the amount of any telephone billed purchase (up to $50.00 per transaction) if it fails to comply with the stated billing error resolution requirements. RECORDING OF TELEPHONE CALLS If you hear a short "beep" tone on your telephone, it means that the person with whom you are talking is recording your conversation. This signal is provided for your protection. Use of a recorder without this signal is unlawful. If you do not want a record made of what you are saying, ask the person with whom you are talking to disconnect the recording machine. When he disconnects, you will no longer hear the "beep" tone. OWNERSHIP OF TELEPHONE NUMBERS The ownership of all telephone numbers is vested with CTTC, and CTTC reserves the right to change the telephone number or numbers of the subscriber's telephone station or stations, or the central office name associated with such number or numbers, or both, as the operation of the business may require.

REFUSAL OF SERVICE CTTC may decline to serve an applicant until such applicant has complied with the state and municipal regulations and approved rules and regulations of CTTC on file with the Commission governing the service applied for or for the following reasons: 1. Applicant's facilities inadequate: If the applicant's installation or equipment is known to be hazardous or of such character that satisfactory service cannot be given, or 2. For indebtedness: If the applicant is indebted to any utility for the same kind of service as that applied for; provided however, that in the event the indebtedness of the applicant for service is in dispute, the applicant shall be served upon complying with the deposit requirement. 3. Refusal to make deposit: For refusal to make a deposit if applicant is required to make a deposit under these rules. BEWARE OF PHONE SCAMS Hundreds of people are cheated everyday by fraudulent sales callers who use high pressure tactics to get you to buy something. Beware of telephone callers who promise you a "free" trip, expensive accommodations, or gifts.
To protect you and your business from telemarketing fraud, remember these tips: 1. Be very cautious in giving out your credit card number over the phone. 2. Be careful if the caller says you must make the investment or agreement immediately. Ask for information to be sent to you. 3. Ask the salesperson for the name, address, and telephone number of the company, and the names and titles of its officers. 4. Check with the local Better Business Bureau or Consumer Protection Agency concerning the offer and the company. 5. Be wary of offers for free merchandise or prizes; the handling fees you pay for the gifts may be higher than their value. In summary: remember, an offer that sounds too good to be true probably is. Also, realize you are often better off saying a strong "no" or "not interested" to a pushy salesperson, than receiving hundreds of dollars worth of bills unknowingly charged to your account. NATIONAL DO-NOT-CALL REGISTRY The federal government and many states have created an opportunity for consumers to reduce unwanted telemarketing telephone calls. Consumers simply register with the National Do-Not-Call Registry by telephone at 1-888-382-1222. For TTY call 1-866-290-4236. You must call from the phone number you wish to register. You may also register by Internet at https:// www.donotcall.gov . Inclusion of your telephone number on the National Do-Not-Call Registry will be effective thirty one (31) days following your registration. As a result of consumers registering on the national list, telemarketers must remove the registered consumer's name and number from their calling lists and cease calling until the consumer requests their number be removed from the list or discontinues service. The National Do-Not-Call Registry is a free service to consumers. The Federal Communications Commission requires that this notice be provided to our customers on an annual basis.
